APVU is currently in limited BETA, with only APVU Business Case Manager available on general release. We're working hard to bring the rest of the suite to life, but you know how it is... these things take time.
The good news is you can access APVU Business Case Manager by clicking "SIGN IN / UP" at the top. You'll need to register... there's a link at the bottom of the sign in page. Click that and follow the instructions. Once you're registered and confirmed, you'll be able to log in
After that, find the Help menu and click "Getting Started".
